  日前,人力(li)資(zi)源社(she)(she)會保障部制定(ding)出(chu)臺《關于支(zhi)持企業大(da)力(li)開展技能人才評價工(gong)作的通(tong)知》(以下簡稱《通(tong)知》)。記(ji)者就有(you)關問題(ti)采訪了人社(she)(she)部有(you)關負責同(tong)志。

  問:《通知》出(chu)臺的背景和意義是什(shen)么?

  答:2019年9月,習近平總書記對技(ji)能人(ren)才(cai)工(gong)作(zuo)作(zuo)出重要(yao)(yao)指示,強調要(yao)(yao)健全技(ji)能人(ren)才(cai)培養、使用(yong)、評價(jia)(jia)、激(ji)勵制(zhi)度。技(ji)能人(ren)才(cai)評價(jia)(jia)是技(ji)能人(ren)才(cai)工(gong)作(zuo)的重要(yao)(yao)組成部分(fen),我國先后通過推行(xing)工(gong)人(ren)技(ji)術等級考(kao)核、職(zhi)業資格(ge)等制(zhi)度對勞動者實施職(zhi)業技(ji)能考(kao)核評價(jia)(jia)。

  2019年12月,國(guo)務院(yuan)常務會議決(jue)定(ding),分步取消水平評價類(lei)技能(neng)人員(yuan)職(zhi)(zhi)(zhi)業(ye)(ye)資格,推行社會化職(zhi)(zhi)(zhi)業(ye)(ye)技能(neng)等級認定(ding)。按(an)照黨中央、國(guo)務院(yuan)“放管服(fu)”改革要求,加(jia)快政府職(zhi)(zhi)(zhi)能(neng)轉(zhuan)變,充分發揮市場在資源配置中的決(jue)定(ding)性作(zuo)用(yong),激發市場主(zhu)體活力,人力資源社會保(bao)障部于今(jin)年7月明確提(ti)出(chu)水平評價類(lei)技能(neng)人員(yuan)職(zhi)(zhi)(zhi)業(ye)(ye)資格退出(chu)國(guo)家職(zhi)(zhi)(zhi)業(ye)(ye)資格目(mu)錄時間(jian)表,并就退出(chu)目(mu)錄后續有關(guan)工作(zuo)作(zuo)出(chu)安排。

  針對水平(ping)評價(jia)(jia)(jia)類技(ji)能(neng)(neng)人員職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)資(zi)格退出國家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)資(zi)格目(mu)錄后(hou)技(ji)能(neng)(neng)人才(cai)評價(jia)(jia)(jia)載體(ti)缺失等(deng)(deng)(deng)問題,我部于2018年底啟動企(qi)業(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)(neng)等(deng)(deng)(deng)級(ji)認定工(gong)作(zuo)試點,2019年繼續擴大試點范圍,并逐步在全國推(tui)開。試點工(gong)作(zuo)取(qu)得明(ming)顯成效,得到了用人企(qi)業(ye)(ye)(ye)和廣大技(ji)能(neng)(neng)勞動者(zhe)的(de)普遍(bian)認同。因此(ci),加快(kuai)推(tui)動建立以(yi)市場(chang)為導向、以(yi)企(qi)業(ye)(ye)(ye)等(deng)(deng)(deng)用人單位為主體(ti)、以(yi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)(neng)等(deng)(deng)(deng)級(ji)認定為主要(yao)方式的(de)技(ji)能(neng)(neng)人才(cai)評價(jia)(jia)(jia)制度,解決(jue)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)資(zi)格制度改革后(hou)技(ji)能(neng)(neng)人才(cai)評價(jia)(jia)(jia)載體(ti)缺失、評價(jia)(jia)(jia)工(gong)作(zuo)急需跟進等(deng)(deng)(deng)問題,已(yi)具有較好的(de)實踐(jian)基礎。

  開展企業(ye)技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)價(jia),其(qi)主(zhu)要(yao)意義包(bao)括:一(yi)是(shi)有(you)利(li)于(yu)技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培養。評(ping)價(jia)對加強(qiang)技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊伍建設(she)具有(you)導向(xiang)作(zuo)(zuo)用,通過(guo)評(ping)價(jia),可(ke)以引(yin)導加強(qiang)企業(ye)職工(gong)職業(ye)技(ji)(ji)(ji)能(neng)(neng)培訓(xun),發展技(ji)(ji)(ji)工(gong)教(jiao)育,促(cu)進高質量就業(ye),推(tui)(tui)動產業(ye)轉型升級。二是(shi)有(you)利(li)于(yu)建立技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)成(cheng)(cheng)(cheng)長(chang)體系。通過(guo)評(ping)價(jia),暢(chang)通技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)成(cheng)(cheng)(cheng)長(chang)通道,加強(qiang)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)激勵(li),提高人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)待遇和地(di)位(wei),形(xing)成(cheng)(cheng)(cheng)人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)渴望成(cheng)(cheng)(cheng)才(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)努(nu)力成(cheng)(cheng)(cheng)才(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)皆可(ke)成(cheng)(cheng)(cheng)才(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)盡展其(qi)才(cai)(cai)(cai)的(de)(de)良(liang)好局面。三是(shi)有(you)利(li)于(yu)推(tui)(tui)動技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)價(jia)改革。人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)價(jia)改革的(de)(de)重(zhong)點(dian)是(shi),促(cu)進評(ping)價(jia)與使(shi)用結合,推(tui)(tui)動企校合作(zuo)(zuo)、產教(jiao)融合。同(tong)時(shi),受新冠肺炎疫情等影(ying)響,大(da)規模的(de)(de)公共活動受到一(yi)定(ding)程度(du)的(de)(de)限制,鼓(gu)勵(li)企業(ye)自主(zhu)開展技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)價(jia)活動,改變技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)的(de)(de)評(ping)價(jia)模式,也勢在必行。

  問:《通知》有哪些政策突破或(huo)政策亮點?

  答:《通(tong)知》最(zui)大的亮點就是“自(zi)主”。《通(tong)知》比較系統地明確了企(qi)業(ye)在(zai)開(kai)(kai)展(zhan)技(ji)能(neng)人才(cai)評(ping)價(jia)工作中的自(zi)主權,包括(kuo)自(zi)主確定評(ping)價(jia)范(fan)(fan)圍、自(zi)主設置(zhi)職(zhi)業(ye)技(ji)能(neng)等級、依(yi)托企(qi)業(ye)開(kai)(kai)發評(ping)價(jia)標準規(gui)范(fan)(fan)、自(zi)主運(yun)用評(ping)價(jia)方(fang)法、開(kai)(kai)展(zhan)職(zhi)業(ye)技(ji)能(neng)競賽評(ping)價(jia)、貫通(tong)企(qi)業(ye)技(ji)能(neng)人才(cai)職(zhi)業(ye)發展(zhan)等。

  一是(shi)企業(ye)自主確(que)定(ding)評價職業(ye)(工種)范圍。企(qi)業(ye)可(ke)結(jie)合(he)生產經營(ying)(ying)主(zhu)業(ye),依據國家職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)分(fen)(fen)類大(da)典和新發(fa)(fa)布的(de)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(工(gong)(gong)(gong)(gong)種),自主(zhu)確(que)定評(ping)(ping)價(jia)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(工(gong)(gong)(gong)(gong)種)范(fan)圍。對(dui)(dui)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)分(fen)(fen)類大(da)典未列入(ru)(ru)但企(qi)業(ye)生產經營(ying)(ying)中實際存在(zai)的(de)技(ji)能崗位(wei)(wei),可(ke)按照相(xiang)鄰(lin)相(xiang)近原則(ze)對(dui)(dui)應到職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)分(fen)(fen)類大(da)典內職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(工(gong)(gong)(gong)(gong)種)實施(shi)評(ping)(ping)價(jia)。支持(chi)企(qi)業(ye)參(can)與新職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)開(kai)發(fa)(fa)工(gong)(gong)(gong)(gong)作(zuo),推動較為(wei)成熟(shu)的(de)技(ji)能崗位(wei)(wei)納入(ru)(ru)國家職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)分(fen)(fen)類體(ti)系。如石化(hua)企(qi)業(ye)將未列入(ru)(ru)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)分(fen)(fen)類大(da)典的(de)“鉆井地(di)質工(gong)(gong)(gong)(gong)”,按大(da)典中的(de)“鉆井工(gong)(gong)(gong)(gong)”職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye),結(jie)合(he)實際崗位(wei)(wei)要求,對(dui)(dui)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)開(kai)展(zhan)技(ji)能評(ping)(ping)價(jia)。有些(xie)企(qi)業(ye)參(can)與了新職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)征集工(gong)(gong)(gong)(gong)作(zuo),將“裝(zhuang)配式建筑施(shi)工(gong)(gong)(gong)(gong)員(yuan)”申報確(que)認為(wei)新職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye),為(wei)新技(ji)能崗位(wei)(wei)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)提供(gong)了評(ping)(ping)價(jia)基(ji)礎。

  二(er)是(shi)自主設置職業技能等級。企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)可以國(guo)家職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)準設(she)(she)置(zhi)的(de)(de)五級(ji)(ji)(ji)(初級(ji)(ji)(ji)工(gong))、四級(ji)(ji)(ji)(中(zhong)級(ji)(ji)(ji)工(gong))、三級(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)工(gong))、二(er)級(ji)(ji)(ji)(技(ji)(ji)師(shi))和(he)一(yi)級(ji)(ji)(ji)(高(gao)級(ji)(ji)(ji)技(ji)(ji)師(shi))為(wei)(wei)基(ji)礎,自主設(she)(she)置(zhi)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)崗位等(deng)(deng)級(ji)(ji)(ji),形成(cheng)具有(you)(you)自身(shen)特(te)色(se)的(de)(de)評價等(deng)(deng)級(ji)(ji)(ji)結構,建立(li)技(ji)(ji)能(neng)人(ren)才(cai)成(cheng)長通道。企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)可設(she)(she)置(zhi)學(xue)徒工(gong)、特(te)級(ji)(ji)(ji)技(ji)(ji)師(shi)、首席技(ji)(ji)師(shi)等(deng)(deng)崗位等(deng)(deng)級(ji)(ji)(ji),并明(ming)確其(qi)(qi)與(yu)國(guo)家職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)準相(xiang)應(ying)(ying)技(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)(ji)之(zhi)(zhi)間的(de)(de)對應(ying)(ying)關系。比如,有(you)(you)的(de)(de)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)在(zai)高(gao)級(ji)(ji)(ji)技(ji)(ji)師(shi)之(zhi)(zhi)上設(she)(she)置(zhi)了特(te)級(ji)(ji)(ji)技(ji)(ji)師(shi)、首席技(ji)(ji)師(shi)等(deng)(deng)崗位,與(yu)國(guo)家職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)準中(zhong)的(de)(de)高(gao)級(ji)(ji)(ji)技(ji)(ji)師(shi)相(xiang)對應(ying)(ying),享受政府人(ren)才(cai)政策(ce)。企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)還可在(zai)技(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)(ji)內細分層級(ji)(ji)(ji),以“技(ji)(ji)師(shi)”為(wei)(wei)例,有(you)(you)的(de)(de)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)將其(qi)(qi)分為(wei)(wei)一(yi)級(ji)(ji)(ji)技(ji)(ji)師(shi)、二(er)級(ji)(ji)(ji)技(ji)(ji)師(shi)等(deng)(deng)。

  三是自主開發評價標準規(gui)范。適(shi)應產業(ye)(ye)(ye)(ye)發展和技(ji)(ji)術(shu)變(bian)革需(xu)求,發揮企(qi)業(ye)(ye)(ye)(ye)技(ji)(ji)術(shu)優勢開(kai)(kai)發職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標準(zhun)(zhun)(zhun)或評價(jia)規范,建立(li)科學合(he)理、符合(he)生產實際的(de)(de)評價(jia)標準(zhun)(zhun)(zhun)體系。企(qi)業(ye)(ye)(ye)(ye)可根(gen)據(ju)相應的(de)(de)國家(jia)(jia)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標準(zhun)(zhun)(zhun),結合(he)企(qi)業(ye)(ye)(ye)(ye)工種(崗位)特(te)殊要(yao)求,對職(zhi)業(ye)(ye)(ye)(ye)功能(neng)(neng)、工作(zuo)內容、技(ji)(ji)能(neng)(neng)要(yao)求和申報條件等(deng)進行適(shi)當調整,原則上(shang)不低于國家(jia)(jia)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標準(zhun)(zhun)(zhun)要(yao)求。無相應國家(jia)(jia)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標準(zhun)(zhun)(zhun)的(de)(de),企(qi)業(ye)(ye)(ye)(ye)可參照(zhao)《國家(jia)(jia)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標準(zhun)(zhun)(zhun)編制技(ji)(ji)術(shu)規程(cheng)(cheng)》,自主開(kai)(kai)發制定企(qi)業(ye)(ye)(ye)(ye)評價(jia)規范。支持(chi)較(jiao)為成熟(shu)和影響(xiang)較(jiao)大的(de)(de)企(qi)業(ye)(ye)(ye)(ye)評價(jia)規范,按程(cheng)(cheng)序申報國家(jia)(jia)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標準(zhun)(zhun)(zhun)。如有的(de)(de)平臺企(qi)業(ye)(ye)(ye)(ye)參照(zhao)《國家(jia)(jia)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標準(zhun)(zhun)(zhun)編制技(ji)(ji)術(shu)規程(cheng)(cheng)(2018年版)》開(kai)(kai)發了(le)“網約配送員”“互聯網營銷師(shi)”等(deng)企(qi)業(ye)(ye)(ye)(ye)評價(jia)規范,據(ju)此對職(zhi)工開(kai)(kai)展技(ji)(ji)能(neng)(neng)評價(jia)。

  四(si)是自主運用評價方法。建立以職業(ye)(ye)能(neng)力(li)為導(dao)向、以工(gong)作(zuo)(zuo)業(ye)(ye)績為重(zhong)點、注(zhu)重(zhong)工(gong)匠精(jing)神和職業(ye)(ye)道(dao)德(de)養成的(de)技(ji)能(neng)人才評(ping)(ping)價(jia)(jia)體系。堅持把品德(de)作(zuo)(zuo)為評(ping)(ping)價(jia)(jia)的(de)首(shou)要內容,重(zhong)點考(kao)察勞動者執行(xing)操作(zuo)(zuo)規程(cheng)、進(jin)行(xing)安(an)全生(sheng)(sheng)產(chan)(chan)、解決(jue)生(sheng)(sheng)產(chan)(chan)問題和完成工(gong)作(zuo)(zuo)任務(wu)的(de)能(neng)力(li),并注(zhu)重(zhong)考(kao)核(he)崗位工(gong)作(zuo)(zuo)績效,強(qiang)化生(sheng)(sheng)產(chan)(chan)服務(wu)結果、創(chuang)新(xin)成果和實際貢獻。要把技(ji)能(neng)人才評(ping)(ping)價(jia)(jia)工(gong)作(zuo)(zuo)融(rong)入日常生(sheng)(sheng)產(chan)(chan)經營活動過(guo)程(cheng)中,靈活運用過(guo)程(cheng)化考(kao)核(he)、模塊化考(kao)核(he)和業(ye)(ye)績評(ping)(ping)審(shen)、直接認定(ding)等多種方(fang)式(shi)(shi)。探索利用現(xian)代信息技(ji)術,創(chuang)新(xin)技(ji)能(neng)評(ping)(ping)價(jia)(jia)方(fang)式(shi)(shi)。目前,各地在實施(shi)企業(ye)(ye)技(ji)能(neng)人才自主評(ping)(ping)價(jia)(jia)時,除傳統的(de)理論(lun)知識+技(ji)能(neng)操作(zuo)(zuo)考(kao)核(he)方(fang)式(shi)(shi)外,鼓勵支持企業(ye)(ye)以業(ye)(ye)績評(ping)(ping)定(ding)、現(xian)場作(zuo)(zuo)業(ye)(ye)評(ping)(ping)定(ding)等方(fang)式(shi)(shi)進(jin)行(xing)技(ji)能(neng)水平認定(ding)。

  五是開展職業(ye)技能競(jing)賽評價。發揮(hui)以(yi)賽(sai)(sai)(sai)促訓、以(yi)賽(sai)(sai)(sai)促評(ping)(ping)作用,將職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)競賽(sai)(sai)(sai)作為(wei)技能(neng)(neng)人才評(ping)(ping)價(jia)的(de)重要(yao)方式之一,促進評(ping)(ping)價(jia)工作公(gong)(gong)開公(gong)(gong)平公(gong)(gong)正。鼓勵(li)企(qi)業(ye)(ye)(ye)(ye)按照國家(jia)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)標準和行業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)評(ping)(ping)價(jia)規范要(yao)求,大力(li)開展職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)競賽(sai)(sai)(sai)、崗位(wei)練兵、技術比武等(deng)(deng)活動,并將競賽(sai)(sai)(sai)結果與職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)等(deng)(deng)級(ji)認(ren)定相銜接。支(zhi)持企(qi)業(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)工參加(jia)各(ge)級(ji)各(ge)類職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)競賽(sai)(sai)(sai),對在職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)競賽(sai)(sai)(sai)中取(qu)得優異(yi)成績的(de)人員,可(ke)按規定晉(jin)升相應職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)等(deng)(deng)級(ji)。比如,對國家(jia)級(ji)一類職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)競賽(sai)(sai)(sai)各(ge)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(工種)決賽(sai)(sai)(sai)單人賽(sai)(sai)(sai)項(xiang)獲(huo)前(qian)5名、雙人賽(sai)(sai)(sai)項(xiang)獲(huo)前(qian)3名、三人賽(sai)(sai)(sai)項(xiang)獲(huo)前(qian)2名的(de)選手,可(ke)直接晉(jin)升技師職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)資格(ge)或(huo)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)等(deng)(deng)級(ji),已(yi)具有技師職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)資格(ge)或(huo)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)等(deng)(deng)級(ji)的(de),可(ke)晉(jin)升高級(ji)技師職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)資格(ge)或(huo)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)等(deng)(deng)級(ji)。

  六是(shi)貫通(tong)企業(ye)(ye)技能人才職業(ye)(ye)發展(zhan)。適應人(ren)(ren)(ren)才(cai)融合(he)發(fa)展趨勢,建(jian)(jian)立職(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)等級認定與專(zhuan)(zhuan)業(ye)(ye)技(ji)(ji)術(shu)(shu)職(zhi)(zhi)(zhi)稱評(ping)審貫通機制(zhi),破除身份(fen)、學歷、資歷等障礙,搭(da)建(jian)(jian)企(qi)業(ye)(ye)人(ren)(ren)(ren)才(cai)成(cheng)長立交橋(qiao)。落實(shi)(shi)在工(gong)程(cheng)技(ji)(ji)術(shu)(shu)領(ling)域(yu)實(shi)(shi)現高技(ji)(ji)能(neng)人(ren)(ren)(ren)才(cai)與工(gong)程(cheng)技(ji)(ji)術(shu)(shu)人(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)業(ye)(ye)發(fa)展貫通的意見(jian)要求,逐步擴(kuo)(kuo)大貫通領(ling)域(yu),能(neng)擴(kuo)(kuo)盡擴(kuo)(kuo),能(neng)融盡融。目前,部(bu)分地區(qu)根據實(shi)(shi)際情況制(zhi)定工(gong)程(cheng)技(ji)(ji)術(shu)(shu)領(ling)域(yu)高技(ji)(ji)能(neng)人(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)業(ye)(ye)(工(gong)種)與專(zhuan)(zhuan)業(ye)(ye)技(ji)(ji)術(shu)(shu)人(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)稱專(zhuan)(zhuan)業(ye)(ye)對應參(can)考目錄,推(tui)動(dong)工(gong)程(cheng)技(ji)(ji)術(shu)(shu)領(ling)域(yu)實(shi)(shi)現高技(ji)(ji)能(neng)人(ren)(ren)(ren)才(cai)與工(gong)程(cheng)技(ji)(ji)術(shu)(shu)人(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)業(ye)(ye)發(fa)展貫通,促進兩類人(ren)(ren)(ren)才(cai)深度融合(he)。

  為支持企(qi)(qi)業(ye)(ye)開展自(zi)主評(ping)價(jia)(jia)工(gong)(gong)(gong)作(zuo),《通知》還提出,加強(qiang)企(qi)(qi)業(ye)(ye)評(ping)價(jia)(jia)基(ji)礎能力建設,發揮已有職業(ye)(ye)技能鑒(jian)定技術優(you)勢(shi)和組(zu)織優(you)勢(shi),依托設在企(qi)(qi)業(ye)(ye)的職業(ye)(ye)技能鑒(jian)定所(suo)站、高技能人(ren)才(cai)培訓基(ji)地和技能大師(shi)工(gong)(gong)(gong)作(zuo)室等組(zu)織開展評(ping)價(jia)(jia)工(gong)(gong)(gong)作(zuo)。鼓勵備案企(qi)(qi)業(ye)(ye)申(shen)請(qing)為社會(hui)培訓評(ping)價(jia)(jia)組(zu)織,為其(qi)它(ta)中小(xiao)企(qi)(qi)業(ye)(ye)和社會(hui)人(ren)員(yuan)提供(gong)人(ren)才(cai)評(ping)價(jia)(jia)服(fu)務(wu)(wu)。深化產教融(rong)合(he)、企(qi)(qi)校合(he)作(zuo),支持企(qi)(qi)業(ye)(ye)為院(yuan)校學生(sheng)提供(gong)人(ren)才(cai)評(ping)價(jia)(jia)服(fu)務(wu)(wu),引導院(yuan)校科學合(he)理設置專業(ye)(ye)和課程。

  問:如何組織(zhi)實施?

  答(da):一(yi)是(shi)加強(qiang)組織(zhi)領導。要牢固樹立為(wei)企(qi)(qi)業服務的(de)意(yi)識,支持企(qi)(qi)業開(kai)展技能人才(cai)評價(jia)。健(jian)全工(gong)作(zuo)(zuo)(zuo)機制(zhi),完善工(gong)作(zuo)(zuo)(zuo)規(gui)程(cheng),指導企(qi)(qi)業制(zhi)定工(gong)作(zuo)(zuo)(zuo)方案,優化服務流程(cheng),簡化工(gong)作(zuo)(zuo)(zuo)程(cheng)序,采取上(shang)門服務、現(xian)場集中(zhong)辦理(li)、網(wang)(wang)上(shang)申報、告知(zhi)承諾、網(wang)(wang)絡核驗等方式,積極做好評價(jia)備案服務工(gong)作(zuo)(zuo)(zuo)。加(jia)快工(gong)作(zuo)(zuo)(zuo)進度(du),定期調度(du)工(gong)作(zuo)(zuo)(zuo)進展情況,及(ji)時研究(jiu)解決工(gong)作(zuo)(zuo)(zuo)中(zhong)出現(xian)的(de)新情況新問(wen)題。

  二是強化質量督導。按照屬地(di)(di)原則,加強(qiang)對本地(di)(di)區企業(ye)技能人才評(ping)價工作質量督(du)導,建立(li)評(ping)價質量信(xin)(xin)用(yong)評(ping)估(gu)機(ji)(ji)制(zhi),動態(tai)公布評(ping)估(gu)結果(guo)。建立(li)信(xin)(xin)息互(hu)通、結果(guo)互(hu)認機(ji)(ji)制(zhi),企業(ye)所在地(di)(di)人力資(zi)源(yuan)社會(hui)保障部(bu)門要加強(qiang)與(yu)企業(ye)子公司所在地(di)(di)人力資(zi)源(yuan)社會(hui)保障部(bu)門的溝通銜接。

  三是做好服務保(bao)障。人(ren)(ren)(ren)(ren)力(li)資(zi)源社(she)會(hui)(hui)(hui)保(bao)障部門要(yao)加強信(xin)息化建(jian)設,向(xiang)社(she)會(hui)(hui)(hui)提供證書(shu)信(xin)息查詢(xun)服務。企(qi)業按規定頒(ban)發的(de)職業技(ji)(ji)能(neng)(neng)等(deng)級(ji)證書(shu),納(na)入(ru)(ru)各級(ji)人(ren)(ren)(ren)(ren)力(li)資(zi)源社(she)會(hui)(hui)(hui)保(bao)障部門建(jian)設的(de)證書(shu)查詢(xun)系統(tong),向(xiang)社(she)會(hui)(hui)(hui)公開。人(ren)(ren)(ren)(ren)力(li)資(zi)源社(she)會(hui)(hui)(hui)保(bao)障部門要(yao)將(jiang)取得(de)職業技(ji)(ji)能(neng)(neng)等(deng)級(ji)證書(shu)的(de)人(ren)(ren)(ren)(ren)員(yuan)納(na)入(ru)(ru)人(ren)(ren)(ren)(ren)才(cai)(cai)統(tong)計范圍,并按規定落實(shi)相應(ying)人(ren)(ren)(ren)(ren)才(cai)(cai)政策。大(da)力(li)宣傳企(qi)業技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)(ping)價工作的(de)重要(yao)意義、主要(yao)舉措和經驗成效,營造(zao)關心、支持技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)(ping)價制度改革和技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)成長(chang)成才(cai)(cai)的(de)良好社(she)會(hui)(hui)(hui)氛圍。
